Duterte picks Manila chief prosecutor Rey Bulay as new Comelec commissioner

President Rodrigo Duterte has nominated Atty. Rey E. Bulay, the chief prosecutor of Manila, to serve as Commission on Elections commissioner.

In a brief statement, Presidential spokesperson Harry Roque confirmed the nomination of Rey E. Bulay for the post in the poll body. 

“We are confident that Atty. Bulay will ensure the conduct of honest, orderly, credible and peaceful elections,” Roque said.  

“We wish Atty. Bulay all the best in his new assignment,” he added. 

Dulay, who also served in the Presidential Commission on Good Governance (PCGG), is expected to take over the position of retired Comelec commissioner Luie Guia. 

Duterte initially nominated Michael Braganza Peloton to replace Guia, but the nomination was rejected by the Commission on Appointments (CA) of Congress

If his nomination is approved by CA, Bulay will serve as Comelec Commissioner until Feb. 2, 2027.

Bulay’s appointment comes as election watchdog demands for nominees for Comelec commissioners to undergo public scrutiny to ensure their credibility and impartiality. 

Aside from the vacancy left by Guia, three more vacancies in the 7-person Comelec en banc with the scheduled retirement of  Comelec Chairman Sheriff Abas, as well as Commissioners Rowena Guanzon and Antonio Kho on Feb. 2, 2022. 

The remaining three Commissioners are Socorro Inting, Marlon Casquejo, and Aimee Ferolino.
