CANDIDATES may be accompanied with an unlimited number of staff, when conducting in-person campaigns in areas with Alert Level 1 under the pending Commission on Elections resolution for in-person campaigns in the 2022 polls.
Comelec Commissioner Marlon Casquejo presented the updated draft resolution at an online hearing of the Committee on Suffrage and Electoral Reforms of the House of Representatives on Wednesday.
In the issuance, the only condition is that the unlimited number of staff in Alert Level 1 must still exercise minimum health standards such as wearing of face masks and 1-meter distancing.
For areas under Alert Level 2, a candidate may be accompanied by a maximum of five campaign support staff. For Alert Level 3 locations, it is only three. Casquejo said in-person campaigns will not be allowed in locations under Alert Level 4 and 5.
Aside from in-person campaign rules, the pending Comelec resolution also contains guidelines for rallies; caucuses, meetings and conventions; motorcades and caravans; and meeting de avance.
Casquejo said their rules for the size of the crowd which could accompany a candidate for in-person campaign will be based on the Alert Level System (ALS), currently still being piloted by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF).
In a related development, Casquejo said they will soon also release the separate guidelines for online campaigns.
Both guidelines were already presented to the Comelec en banc and will be subjected to its approval in its next meeting.
